The 27th Cayo Santa Elena Jaguar Scouts with the support from The Scout Association of Belize organized and hosted the Annual Scout Planning Conference at the Santa Elena RC School on November 10 & 11, 2012.

The objective of the Planning Conference was to develop the calendar of activities and training based on the needs of the Groups and in a democratic and systematic way vote on the activities and where or which district would have the task of organizing and hosting the activity or training course.

The conference had the participation of over 25 Leaders representing Toledo, Stann Creek, Cayo, Belize and the Corozal Districts. The conference was facilitated by the National Program Commissioner, Mr. Nephtali Palma with assistance from other members of the National Scout Association. At the end of the conference the members decided on the different activities and where they would be held. The most important ones were the Cuborama Festival 2013 for boys and girls ages 7 to 11 to be held in March 2013 during the Easter break, the 1st National Scout Jamboree for boys and girls ages 11 to 15 to be held in July 2013, and the 1st National Youth Forum for young leaders ages 14 to 18 to be held in February during Scout Week 2013. All three events will be held at Camp Oakley, the national training and camping grounds of the Association.
Other highlights of the conference were the presentations of two new programs available to young people in Scouting as follows:
The "Messengers of Peace" Initiative: Conceived in 2010 with the support of His Majesty King Abdullah of Saudi Arabia and His Majesty King Carl Gustaf of Sweden, Messengers of Peace is an initiative within World Scouting geared to inspire millions of young people to do amazing things in their local communities with funding available to support service projects and Scouting initiatives, enabling Scouts in poorer countries to implement the types of vital projects that can change communities. It also supports capacity building for National Scout Organizations and Regional Offices.

The "Scouts of the World Award": The Scouts of the World Award aims to:
• encourage young adults to acquire skills and experience in the fields of environment, sustainable development and peace and contribute to innovative projects serving the local communities;
• recognize and promote these projects to foster the involvement of young adults in the development of society;
• encourage NSOs to develop more educational opportunities for young adults to become active "citizens of the world".
Special guests at the conference were representatives from the Belize Disaster and Rescue Response Team (BDARRT), a non-profit organization that strives to improve the skills of its members and those that respond, provides timely and efficient rescue-responding services to those affected by disasters, adventurous mishaps and other cases requiring specialized and trained individuals to assist in recovery and extraction to those in need.

On Sunday morning Leaders attended a Church Service at the Santa Elena Baptist Church. After the service the Leaders were applauded for a job well done by the attending congregation. After a few words of praises the Leaders departed to their respective districts.

The next Annual Planning Conference will be hosted by the Corozal District Scout Assembly in the month of November 2013.
