We Are Governed

National Scout Assembly
The Scout Association of Belize is governed by a National Scout Assembly
as determined by the Constitution.
The National Scout Assembly, of which the President is the Chairman,
consists of twenty-four members: President, Chief Scout, three
Directors, seven National Commissioners and twelve elected representatives, two
from each district. The National Scout Executive and other Executives
(professional staff) are ex-officio members of the Assembly and are not entitled to vote.
Composition of the National Scout Assembly
Meetings The Assembly meets at least once in every year and Extraordinary
Meetings are called by the President following a request made in
writing by twelve members of the Assembly.
At the Annual General Meeting the Assembly approves the Annual Report
including the audited financial statements, elects members to the
National Committee, and transacts any other business admitted by the
President or by two-thirds of the members present at the Meeting.
Twelve members form a quorum at any meeting of the Assembly.

The functions of the National Scout Assembly are:
To
receive, approve or disapprove reports from corresponding
Directors and Commissioners
To
consider changes to the Constitution
To set
institutional objectives (3/5 year periods) and as required
develop polices in order for the objectives to be carried out
To elect
six members to the National Committee as deemed necessary
To
supervise the work of the President
National Committee The National Committee determines policies in accordance with the objectives
set by the Assembly.
The National Committee consists of twelve members: President, Chief
Scout, three Directors, National Court of Honor/International
Commissioner and six elected representatives from the remaining
eighteen members from the National Scout Assembly. The National Scout
Executive and other Executives are ex-officio members of the Assembly
without a vote.
Composition of the National Committee

Meetings
The National Committee meets at least six times a year at such place and
time as it may decide. The National Committee adopts its own rules and procedures.
Six members form a quorum at any meeting of
the National Committee.
The
functions of the National Committee are:
To define
institutional policies in order to achieve the institutional
objectives approved at the AGM
To define
general (not detailed) guidelines of a plan of action in respect
of the defined policies
To provide
the resources for the policies and action plans to be carried
out
To approve
changes to the POR as thought necessary
The
Executive Committee
The Executive Committee reports
and works directly under the National Committee.
The
functions of the Executive Committee are:
To develop and implement a
detailed plan of action in respect of the policies defined by the
National Committee
To submit timely reports to the
National Committee on progress achieved in relations to the work
plan related to the detailed plan of action
